The objective of this assignment is to assess the gaps and the needs for improvement in respect to transport and municipal infrastructure in the Region, establish the link between these improvements and potential tourism growth and assist the Uzbek Government with the implementation of the Presidential Decree signed in May 2017 on the integrated development of the tourism potential of Khiva and the Khorezm region for 2017-2021.

- Assessment of the existing infrastructure against the national and international standards, strategies, priorities, and programs through interviews with relevant government entities officials (Ministry of Utilities, Regional and Local governments, large state-owned enterprises, etc.), open-source research, and selective sight visits.
- Assessment of the gaps and the needs for improvement regarding transport and municipal infrastructure in the Region.
- Identify key hurdles in implementing investment needs in the infrastructure Sub-Sectors (district heating; water and wastewater, including drainage; solid waste management; street lighting and other street infrastructure; urban/community space regeneration; roads; railroads; and public transport, including parking and bicycle lanes).
- Preparation of a set of high-level recommendations to improve the Sub-Sectors.
- Establishment of a link between the state of infrastructure in the region and its impact on tourism development.
- Identification of the minimum developments or improvements to be done in the Region as a priority that would enable the sustainable development of tourism.
- Preparation of Recommendation Report.
